Clapham Park Regeneration

We were commissioned by LB Lambeth to review the viability appraisal of Metropolitan Housing Trust’s revised proposals for the regeneration of the Clapham Park Estate.

The proposals were submitted in detail in what is believed to be the largest detailed planning application ever submitted. The regeneration will see the demolition of 864 homes and the construction of 2,535 new homes and associated community facilities.

Our review of the Applicant’s submission identified significant issues with the approach to a number of matters, including their approach to site value. 

There were significant inconsistencies between the approach the Applicant adopted to placing a value on the site and the commercial deal between the Council and Metropolitan. Removing these inconsistences made an additional £50 million available for the provision of additional affordable housing and for improving the affordability of intermediate housing. 

We continue to advise on the structuring of the Section 106 agreement, which will include regular reviews to capture uplifts in value for the provision of additional on-site affordable housing.
